Svetlana became a thing because of a joke. I also just enjoy playing as a female character in GTA Online.
She slowly started to become a fully fledged character, even if it was totally absurd. Her lore is expanded upon every time my friend and I have a GTA session.
Her hair and outfits change a lot, but she's usually the same.

Hailing from Russia and being practically mute - so she can never snitch, Svetlana becomes a gun for hire, manufactures drugs and smuggles contraband from all sorts of places. Her reputation soon grows and she's being hired left right and center for all sorts of jobs.
Her most successful venture is owning and operating an arcade. Nothing supicious about it at all... even when cars are being driven in and out of there at a higher volume.
Svetlana is a bit of a player, having multiple girlfriends and one boytoy that she spoils with heist money. She can be incredibly generous or incredibly ruthless, opting to use more personal weapons like her beloved ballpeen hammer or her wrench. Every other weapon is some sort of stolen or unmarked one, so nothing leads back to her. Even when she's working alone.
She's also a weeb. Her favourite character is Shiny Wasabi Kitty, having multiple cars with anime liveries on them.
